The emperor's son described as one Low Heel and one High Heel is referring to the Prince of Wales, the future George II and his political opposition during the reign of his father. During his own reign, he became a favorer of the Whigs as his father. The other distinction that Swift makes in the novel is between the Big-Endians, for those who break boiled eggs on the larger end and Little-Endians for those who broke their eggs in the smaller end.
In other lands it is difficult for Gulliver, being such an outsider, to get glimpses of family relations or private affairs, but in Brobdingnag he is treated as a doll or a plaything, and thus is made privy to the urination of housemaids and the sexual lives of women. The Brobdingnagians do not symbolize a solely negative human characteristic, as the Laputans do. More than anything else, the Brobdingnagians symbolize a dimension of human existence visible at close range, under close scrutiny.
The Laputans represent the folly of theoretical knowledge that has no relation to human life and no use in the actual world. As a profound cultural conservative, Swift was a critic of the newfangled ideas springing up around him at the dawn of the eighteenth-century Enlightenment, a period of great intellectual experimentation and theorization.
He much preferred the traditional knowledge that had been tested over centuries. Laputa symbolizes the absurdity of knowledge that has never been tested or applied, the ludicrous side of Enlightenment intellectualism. Even down below in Balnibarbi, where the local academy is more inclined to practical application, knowledge is not made socially useful as Swift demands.
Indeed, theoretical knowledge there has proven positively disastrous, resulting in the ruin of agriculture and architecture and the impoverishment of the population.

Of course, the assumption underlying this idea is that the same mistakes have to be made either way.
Hey Lilliputians, here 's a crazy idea: why not appoint people to office who are both smart and good? Similarly shallow is the difference between the Big-Endians and the Little-Endians. The story goes that, apparently, when this Emperor's grandfather was a child, he cut himself when he cracked a boiled egg on its big, rounded end.
Following this accident, the current Emperor's great-grandfather laid down the law: no more cracking eggs at the big end. They use acrobatic skills to award government positions. The Houyhnhnms represent an ideal of rational existence, a life governed by sense and moderation of which philosophers since Plato have long dreamed.

Swift uses his gullible narrator, appropriately named Gulliver, to show through his eyes a number of comically cruel and absurd fictional cultures.
